In Moodle 1.9.7 the submissions are stored into mdl_assignment_submissions. The files uploaded together with a submission (if any) will be placed into your moodledata folder. They should be under:
moodledata/COURSEID/moddata/assignment/ASSIGNMENTID/SUBMISSIONID
