I am new to moodle and I have just done my first install. So far all seems OK except for the fact that my user profile pictures are not appearing. Can anyone point me to any doc on this problem or clue me in as to what I am doing wrong.

Most probably GD is not installed on your system.
Please go to FAQ and do a search for "profile"

now this is with a hosting service and I have no control over the server except to request a change. Could it be a permissions issue?

Yes, I see ...
Next I would try to change the slasharguments in the config page.
You find it, logged in as administrator, on the admin pages (configuration).
Chose something like "configure variables"; somewhere in the middle you see "slasharguments" . Try to change this setting.
