Any reason why this works:

and this doesn't:
http://64.207.134.26/usr/moodle/file.php?file=/2/HWC/launch.htm
Everything in HTML loads except for the Flash piece. The player indicates that the movie is not loaded, telling me that it can't find the file. The file is in the right directory, indicated by the function when directly referenced.
When hitting other pages it can't find included script files either. This was uploaded directly, not exploded from a zip.
Anyone ran into this problem before?
The second address was gotten by going into the File section and then opening the folder and choosing the launch.htm. The first address was by going straight to the server and locating the launch.htm.
