filter tex work in winxp but not work in win 2003

xampp 1.7.2 + moodle 1.9.6 or 7

I test filter tex in win xp server it is ok. but it not work in win 2003 .
seymantec ( Norton anti virus ) installed on server !
where is problem ? Please help me.

Most likely missing permissions to execute executable files (of local Latex distribution or filter/tex/mimetex.exe) on your win 2003 server.
