Roles and permissions

Hi,

I have a block "Latest News" with in a course. I want to display this block for few selected users, not for all users. I have used locally assigned roles with that block and choose one only user whom i want to show Latest News Block. But its coming for all users within that course.

I have tried all combination, but its doesn't seems to work at all.

please help me.
