I made some patches to moodle a few weeks ago that didn't remove grading, but did allow teachers to prevent the display of grades to students.Each quiz had an extra flag which allowed students to see grades. It required an extra field in one of the quiz tables, and some extra form-handling for setting the parameters.
I dont have the patches with me at the moment (left them at home) but if thats what you want to do, then maybe my code would be a good place to start!
Ideally this should be implemented for all gradable objects - assignments etc.
