I want to implement scorm in my site. Whats the requirement is
user should upload the doc file and he should view that file in scorm complaint.
Is there a way to do this?
For that how can i implement the scorm in my site.
can i create imsmanifest.xml, adlcp.xsd, adlnav.xsd, adlseq.xsd files automatically

Are you talking about developing your own SCORM content?
1. Download a SCORM editor/creation program. Microsoft makes one but it is a bit of fluff, well, I have never been able to get it to work properly, but then I have little patience with Microsoft stuff anyway. There are a number of others.
2. Gather your materials, then write your SCORM package.
3. Upload it to the Moodle and it should automatically generate its own install.

If you do not know what you are doing then I suggest you use other techniques. Web pages, Flash .fla files, can usually do what a SCORM does, not as pretty maybe, but just as good.
