This type of target setting has never been possible within the ILP - the page you are looking at merely allow targets to be viewed independently of the ILP on a course which is becoming less relevant to be able to do in practice.
The issue of group-wide targets has come up in previous discussions for development. Outside of various research on the central importance of individualised dialogue this is explicitly identified as poor practice by OFSTED via the LSIS Excellence Gateway, and does not meet requirements of wider Personalisation strategies in which we position the ILP.
Learning Outcomes, assessment criteria, and other curricula driven performance monitors which generally apply group-wide are already catered for with other aspects of Moodle. These may inform individual targets but do not represent the same process.
