I can't give you a solution, only a hint on where to look. Hopefully that helps too smile.

Moodle works completely in UTF-8. Windows doesn't. My guess is that the way you convert ppt to scorm doesn't change the character encoding to UTF-8.

For text files the conversion can be done with iconv.
