The FAQs say to import activities and resources from another course, use the Import function on the Admin menu. I have an Administration (not Admin) menu, but there is no Import function listed there. Is there another menu that I am missing?

If you are an editing teacher in a course, you will see the Import function under Administration on the left side menu. To import activities and resources from other courses you must be an editing teacher in the courses you want to import from.

It is in the Administration menu or Administration block, as it is known, where you have the function to import. It depends on your role whether you see that function or not. If you are the (editing) teacher of the course you should normally see it.
If your administrator has changed the default permissions, you might not see the import function.
