Okay, I unzipped the 1.9.7 package in some other directory. Uploaded version.php plus some of the other files in the moodle root. It went through the usual upgrade windows. It is now showing all of the correct info.
It appears that my case is closed.
Not sure why this did not occur originally. Oh well...
