I'm having a problem understanding the course:changecategory capability that's new to 1.9.6. On a 1.9.6 test server, I set this to Allow for the Teacher role. Yet on the Course Settings page, the Teacher does not have the ability to change the category. There isn't even an option for this. Am I missing something fundamental about this?
I attached a screenshot of the Setting page in a test course. I can edit all the other General settings (title, short name, summary, ID) -- these capabilities are also set to Allow for the Teacher role. But where is the ability to change the category?

I too am having the same issue. I'll log a bug in the tracker unless there is already one...
Does this not give the user the ability to move a course in teh category view page?
