you're right - Hot Potatoes quizzes are more for learning than testing.
However, many teachers would like to make "tests" using Hot Potatoes, and the good news is there is a tutorial just for you:
Also, FYI, you can get the "reading on the left, questions on the right" layout if you put add the reading text to the quiz using: JQuiz -> File -> Add Reading Text.
