The code below is in ontop of my config.php file. Is it bad?

I am using Moodle 1.5.4 and we have NO WAY OF UPGRADING. Our web service does not have anything higher than 1.5.4

Any suggestions?

Yes. It suggests your Moodle has been hacked. There are some suggestions in the docs on hacked site recovery but I strongly recommend you upgrade and if your webservice doesn't allow anything higher than 1.5.4 then you seek out some other way of hosting your Moodle sad
