Roles and permissions

I believe that there really isn't a way to change permissions on the journal activity as it is a deprecated module and doesn't even have an entry in the permissions area. By default it is now turned off on new installs. This assuming you are on version 1.7 or greater.

I personally would use an online text assignment activity which allows you to go in and do a role override that would remove access from the non-editing teacher. The online text assignment activity is nearly identical to the journal activity.

If you must use a journal activity you could create a group excluding the non-editing teacher, and if memory serves me, they wouldn't be able to see that particular journal activity. I hope this helps.
