My Director wants an inappropriate scale removed from our installation.
The documentation says "Once a scale is used for an activity, it is no longer possible to move or delete it..." http://docs.moodle.org/en/Scales#Editing_a_scale
So I figured out how to track down all the assignments where the offending scale was used (inappropriately) and set them to use a different scale. But I still can't delete the scale using front-end configuration. Apparently one usage of the scale is enough to keep it around forever.
Is there a back-end way (through the database) to delete it? I see in mdl_scale there is a field for timemodified. If timemodified is set to a time way in the past, will it appear as if the scale was never used?

I had this problem and thought I had deleted all scales. In the end I found I'd left a scale attached to an outcome. Even though it wasn't being used it still wouldn't allow me to delete the scale until I'd removed it from the outcome
