In the instructions for making small customizations to a language pack, there is the following line:
"Instead, use the instructions above for
making a brand new language pack, and set the parent language (in
moodle.php) to be the language that is most similar to yours. "
It seems to me this is only necessary when the parent language is something other than English. Am I correct in my understanding?
Yes indeed. For the Dutch lang-pack we left the field empty, so Englisch becomes the parent language.
