HTML editor doesn't show up

How do I troubleshoot why the HTML editor is not showing up. I have have made it available in the configuration settings and it use to work but it no longer appears.

I have tested it in IE for the PC and Mac and Firefox for the PC and Mac and it no longer shows up.

Any suggestions where to go next.

I just thought of something and it worked. There was an extra line at the end of my config.php file. My new ISP has cpanel and it just causes so many problems. It is much safer to edit these files with text editors and then upload them. Cpanel seems to add extra lines at the end of the file every time you edit them with the built in editor.
