There is a chat module http://moodle.org/mod/forum/view.php?id=734 Keep in mind that http was not designed for "instant" applications, so this method consumes a lot of ressources.

My OLAT experience is limited. Though both are CMSes, OLAT is more a content management system, whereas Moodle the course management system ;)
