The problem may be due to a combination of the visual theme you are using on your Moodle site and the Questionnaire theme you are using. It's not possible to give you a definite answer without being able to view your site "live". You could contact me (at my email address in my moodle.org profile) to send me a provisional login so I can check this online. Also remember that when things are displayed OK in FF and wrong in MSIE it means there is something wrong with one CSS file somewhere, which makes MSIE produce a bug, while FF is more tolerant of errors and displays it all the same.
