I see no way to manage categories in my new installation ( MOODLE 195+ ).
Do I have to add a module ?
Please point a "newbie in categories" to some help files.

I didn't look in the docs, but just go to your administration block->Courses->Add/edit courses, then turn editing on and you have the category management tools.

You will also require the Manage categories moodle/category:manage capability allowed for the role you are assigned to on the front page (If you are an Administrator you should have this but it's worth checking just in case!).

What I do is creating a flat html personal page (as admin) in the report zone
/admin/report/adminlinks/index.php
I borrow the protection code from another report page, to keep this page mine
(as admin)
On this page I paste link to pages I often use and are (in my personal view) not easy organised in the admin tree:
Your example will be a link to:
http://yourwebsitadress/course/index.php?categoryedit=on
Most of these links are not insecure, but protected by Moodle:
if you try this one and you are logged in as admin, you get access.
Otherwise you must login and only if you login as admin you get edit access rights.
