Perhaps that is a function of a newer version of Moodle (I'm on 2.5). As I don't have a "type" field, but an "actions" field, and create is not one of them.
I tested by uploading a private file, and then checking the logs with filtering for all of everything, however there was no log of the upload, which leads me to believe my server logs don't pick up uploads.
