No, that is a bug, and one I have not seen before. Very strange.
I can't really think what might be causing it, so I am struggling to think of a suggestion for how to debug it.
The timer is output by code at the end of mod/quiz/attempt.php, if you are in a position to do some debugging.
Also, can I suggest we move this discussion to the quiz forum.
