Role - How to allow teachers to search ALL students in School.

Under the current settings, teachers are only allowed to search for students in the courses they teach (under participants). We would like the capability for teachers to be able to be able to search for students that may not be in the courses they teach and make notes about about those students (in the notes section in the students' profiles).

As an administrator I can post to the notes of all students in the school. I would like all teachers to be able to do this.

I haven't had the need to try this myself but have you tried creating a role with no capabilities set for your staff and then enrolling them into it at the system context. Then override the following capabilities (setting them to allow) at either the frontpage or system context:
  • moodle/notes:view
  • moodle/notes:manage
  • moodle/site:viewparticipants
Then just add a block to the frontpage with a link to the participants list.
It's possible that other capabilities may be required or that this won't work without also giving teachers access to things that they shouldn't see. It's worth a try but I should also let you know that I haven't actually used the Notes feature before.
