When students come back the next semester to take a course over, their old assignments appear along with grades. Is a particular process I should be initiating between semesters?

Hi Rusty,
Backing up your course without user data and then restoring the course each semester could be an option for you.
This means that you start the new semester with a fresh course and any students who re -take the course will start again with no grades
