There will be a setting in the config files somewhere that sets this option probably.
Not sure where that is without looking around - someone else here might know?
However, the 'Optional' (default) setting is best - because then individuals can choose, as you say, by editing their profile.
In many courses we place a resource near the top of the page to explain this setting, and show how to change it - it's good that the users understand this
