Uploaded file exceeded the maximum size limit set by the form

I just installed Moodle on a Linux server hosted with Host Monster.  I keep getting the following error when I try to upload a file: Uploaded file exceeded the maximum size limit set by the form

I get this error even after I changed the php.ini file to

upload_max_filesize = 400MB

Moodle is installed in a subdirectory.  I have Wordpress MU installed in the root directory.  I think there is something conflicting with the two scripts.  I don't know much about php.ini files or .htaccess files or other scripts, so I'm very lost in this.  Please help!

That is your server max file size but have you checked (at the more basic end) what the max file size for the particular course you are uploading into is?
