Normaly you may change in phpESP.ini.php $ESPCONFIG['default_lang'] = 'en_US'; to "de_DE".
But when doing that change, admin could not be started again ....
Any idea what may help to localize this module?

I'm not sure if that would work. Those settings are meant to be used for a separate installation of phpESP only. Changing the Moodle version could be problematic.
I'd have to look into it deeper, but I can't say how quickly I could do that.
