You can use either, some teachers like to use both.
Some of our students feel shy sharing with others (esp as the girls and guys do not mix socially), so we may let them decide who they want to work in a group. You may find this with some first year students.
Some teachers or courses want students to learn to work with different people so they deliberately choose to have them in random groups.
Auto grouping is much easier to do.
It is not pedagogical, but more of a social issue. However, social aspects do impact on learning. And I think the key issue is, for your students, what group situation is going to get the best interaction (you may have to find out by trial and error!).
