Enrolment

I have a pool of (probably) 5000 employees in 10 different divisions. My categories are split between divisions with a course specific to each job category as a child course. Then all the mandatory training courses are metas and assigned to the specific category child course(s). Occasionally, someone from one division fulfills a training requirement in another division. But we don't want to enroll them in the child course for that job class for the division where they attended because they don't need all that divisions trainings...but we can't manually enroll them without giving them metacourse management privileges.

Joe Smith at Facility B in job class 1 can't meet the Course A requirement at his facility for scheduling issues so he arranges to go to Facility A to do it. Facility A can't enroll him because they would have to put him in Job Class 1 and then the reports would say he didn't complete all his requirements at Facility A.

Is there a way to override the non-enrollment thing in the meta and be able to enroll "visiting" students?
