When I set my primary enrollment to PayPal, students who use enrollment keys for free courses are not able to enroll. They're sent back to the enrollment key form.
What am I missing here?

Not sure ... I remember testing this exact scenario in 1.4 and it worked for me.

Unfortunately, I'm not sure; I only think that this started when I loaded 1.4+. I'll see if I can find some clues. Thanks for your replay.

I think I am having the same problem... not sure if I should report as a bug.
- I have the site set to use paypal as the enrolment plugin.
- Site default cost is set to 0
- I have a course also with cost set to 0, but with an enrolment key
- enrolment key does not work, it just reloads page.
- When I turn paypal plugin off... enrolment key works

I've been waiting for someone else to report a similar problem, and as you've described it, it's the exact same problem I'm having. I tried re-installing, with and without installer; I turned permissions settings on and off, I changed the location of my moodledata directory, and nothing worked. To be honest, I'm not sure either if to report this as a bug because I still don't understand the code very well.
