Any one how to handle the position of blocks in moodle at all pages?

Generally with Editing page turned on, you can see arrows in the heading of the blocks, you can use these to move them from side to side or up or down on the page. Is that what you mean?

First of all thanks for reply; No this was not my mean ….
Actually I want to disable some block from user site; for this I just want to know how to control blocks…. I think it could be from database but I do know exact actually problem is that I am not able to judge the page number …. If I am right than it could be handle by table mdl_block_instance…

Are you looking for Administration -> Modules -> Blocks -> Manage blocks?
