I deleted the News Forum from my course and now I want it back. How can I add a News Forum to my course?

Try adding it from the list of blocks?
If it is either Topics or Weekly format go to:
Your Course:Settings and look for News items to show, and set that to a number other than 0.
News Forum will reappear as if by magic.
Otherwise, it is just adding a Forum.

I've found that when I do this to clear the forum (end of a semester), when I log back into the course it is there.

Oh gosh duh,
Yes, the news was set to 0, thus no forum and no posts or link to add a post in the Latest news block. I thought I had changed that, but apparently the computer gremlins were working against me on this one.
