We are experiencing the same problem and this is an issue for us as student Java code answer is truncated.We are on Moodle 1.9

There is no "RTF" box in Moodle. That is called the HTML editor. In current moodle 1.9 version you cannot display the HTML editor for more than one question (of the Essay type) per page. See that discussion.
