I noticed that the detailed view of the quiz shows the users' names. What I'd like to to do is send them a message or leave a note on how they did in general on the quiz and how well they did specifically on one question.

The detailed view on short answer quizzes is a gold-mine of new quiz data... more focus on how to use the student's answers would certainly leverage the power of moodle.
In fact, having the users on the top and all of the answers horizontal would make it much easier to compile lists of possible answers to questions. A teacher could then copy paste an entire line of responses... sift through the best and adjust the test questions and the responses accordingly.
