You could do this using Course Merchant (www.coursemerchant.com). We'd set up a delayed payment method called 'Wire' or something. This would allow the student to register etc but not generate login details for them until you confirm in the admin that payment is received.

Pls note that Course Merchant is a commercial service, not a free open source module etc.
