I found out we had support with Turnitin and finally found out I can't do what I wanted to do.
Here's what they wrote but thanks for looking at this:
Unfortunately, yes, the instructor will need to re-create the assignments from scratch. At this time we do not have a tool that allows course copy in Moodle. Our engineers are working on make this possible but I, unfortunately, do not have an ETA as to when that will be ready.
