News forum email not being sent

I'm still trying to work out how to get the emails sent. It seems that some are being sent but not all. Does anyone know why? My cron admin shows the following:

.... mailed to 3 users.

So it sent to 3 people on the list only (I cut out the top of the email addresses for privacy considerations) Any ideas on why it chose to send to only 3 of the people on the list? It states on the forum that everyone is subscribed (I set it to "forced"). I have no idea why the mail wasn't sent to the others. Do you?

All servers are up and running now. We still have some server hardening and maintenance to perform over the next few days, and we appreciate you patience during this period. You will see that some of the plan quotas and prices will change of the next few days to reflect the changes in customer support and server maintenance. One of the first changes you will see is that domains are now billed at $13.99. We will also be adjusting quotas, especially for disk space. We do not expect that bandwidth quotas or mailbox quotas will need to be changed. If you have any questions, please forward them to us any time. We will continue to keep you informed as we take care of your websites and the servers on which they are hosted. As always, you can contact management at 231-946-2324.

     The errors due to low disk space have been resolved. This required that we modify disk space quotas, which were not registering with the system properly. This was due to lack of maintenance, and was a fairly straight-forward issue (although time consuming). Some customers may notice that their disk space quotas were reduced. Please contact us right away if you have any questions or concerns regarding this. This quota modification was only relevant for 5% of the websites on this server. As always, you can contact management at 231-946-2324.
