To my disappointment, the journal was kicked out of the moodle core and gradebook a year or so ago. It's been replaced with the "online text" activity. Though it still shows up in the activity list, it doesn't record grades.... As I recall some people had some philosophical argument about journaling not being a scoring activity, there was also something related to the new gradebook programming...but you'd have to hunt the details of those discussions in the forums.
It's really too bad. I used the journal activity for a weekly learning log and liked to be able to print the whole thing off (or PDF it) so that I could analyze it as part of the course learning assessment. That's a real pain (read waste of paper and time) to do with "online text." I also found scoring the journal assignment much more convenient than the online text assignment.
