Weird user deletes - what gives?

In a typical user database there are always quite a few deleted users (i.e. the deleted bit is set in the user field) but the username has been replaced by a concatenation of their email and a timestamp.

Why is this done?

We are thinking about user undeletes and these are clearly not delete-able as the username is lost.

Can somebody enlighten me - trying to avoid lots of code digging smile
