i would like to know if it's possible to add interlang link for special pages, like http://docs.moodle.org/en/Special:RecentChanges (to http://docs.moodle.org/fr/Special:RecentChanges or http://docs.moodle.org/fr/Special:Modifications_récentes), and the opposite ?

I have just tried it:
When entering
http://docs.moodle.org/en/Special:RecentChanges
in my browser's address bar and changing it to
http://docs.moodle.org/fr/Special:RecentChanges the URL magically changes to
http://docs.moodle.org/fr/Special:Modifications_r%C3%A9centes
Is it that what you wanted? Doesn't seem to work the other way round, unfortunately.

Hm,
IMO the usual interlanguage linking is intended for linking arbitrary wiki pages. The special pages we're talking about here are a fixed set of wiki pages so the easiest way to link to another language version might be to use the usual syntax for wiki links.
And as Wikipedia points out "Most of the content of these pages is automatically generated and cannot be edited." (http://en.wikipedia.org/wiki/Special:SpecialPages) so usually you won't be able to add links to special pages anyhow.
I found another snippet of information on http://www.mediawiki.org/wiki/Manual:Special_pages#General_Information:
* Special pages also have unique names that can be customized on a wiki. The general form is "Special:Pagename" where both "Special" and "Pagename" are customizable. The Special pseudo namespace can be translated in other languages. This translated namespace can be produced with the wikitext {{ns:special}}, on this wiki giving "Special". The name of the special page can also be redefined in a system message, for the site language, with the generic name of the special page as the ID. *
Don't know if that helps to a solution of your problem.

But i think it wont help for what i would like to do... but perhaps it's not possible at all.
In fact, i just would want to be able to switch from english recent changes page to the french (or other languages) one (or the opposite) using the language bloc, like in any other page...

If you have access to your own MediaWiki installation you might have a look at the list of available extensions. There are some regarding special pages:
