Resource types

An internal mail feature would be great! Our institution does not require users to have an external email and we would like to contain all email communication within the system, while still retaining the email qualities (ie sent to groups, attachments, archive by folder or some similar organization mention, etc)

So far I have been unsuccessful in finding a plug in or core moodle tool that achieves all this without requiring an enabled user email.
