Using a Synch whiteboard (or a smart board) facility in order to effectively communicate with students in real-time is must for a successful virtual class and/or virtual laboratory. Is there any possibility to integrate it within the Moodle Platform?

I don't agree that a "Synch whiteboard" is as essential as you indicate. It would be nice to have but there are many types of successful virtual classes and virtual laboratories that have not used the "Synch whiteboard" technology.

Is the paint tool, being developed as part of the Google Summer of Code 2009, likely to meet your requirements? (http://moodle.org/mod/forum/discuss.php?d=122849) If not, what would the software would need to do in order to meet your needs?

Only if the browser-related canvas-problem is solved inside the webpaint modul, this an acceptable solution.

Being a Skype fan I use skype in moodle and their white board feature but I did recently find out the skype site is blacklisted in some countries or at least so a student in the UAE reports.

look at "jabber software" chat clinets along 123flash chat,
majorty of your webnair / online live class rooms normally have it.
