Hi Emily,
Do they need to take 2 quizzes out of those 7 randomly? Or 2 particular ones? If the latter, you can just hide the grades/extra quizzes from them.
If the quizzes should be taken randomly, you may put the grades in the separate category in the gradebook via Categories and Items interface) and use drop x lowest feature, to remove 5 of them from aggregation.
