Hi Ed,
Feedback is generated:
- if an instructor provides feedback in the Assignment area, once he grades students
- if an instructor types the feedback manually in the gradebook (go to the Grader Report, click Turn Editing on, click Edit icon near a grade for a student. You will see Feedback area there. You may also enable "Show Quick Feedback" in My Preferences, so you will see it right on the Grader report).
Students do not have access to those Feedback areas.
