Putting a link to Edit questions on the Quizzes page would be ok, but I might not have looked there. I don't have enough of anything yet for those lists to be really useful - I still look at everything by session.
The questions database is like Files - you have to have stuff here first, before you can use it within something else (resources, quizzes) in the course. Figuring out where to add questions seems to be a problem for most CMSs - WebCT has the same problem. The Files function is pretty clear. Figuring out where to add questions shouldn't be hard, either.
