I am the admin of a site using version 1.9.4. I created an enrollment key for all our courses and it works as planned, with the following exception. I want to prevent anyone except someone with an admin role from changing or deleting the enrollment key. I have set enrol_manual_keyholderrole to administrator.
I see at http://docs.moodle.org/en/Internal_enrolment that:
"In Moodle 1.9.4 onwards, the use of enrolment keys in new courses may be enforced by setting enrol_manual_requirekey to Yes. This will also result in teachers being prevented from removing enrolment keys from existing courses."
But I can't seem to find where in the admin I set enrol_manual_requirekey to Yes
Can someone point me in the right direction?

if you go to Administration > Courses > Enrolments:
Then click on edit for the Internal Enroments. The last one on the list.

I still think I must be missing some thing. When I go to that screen I get two drop-down menus as follows:
enrol_manual_keyholderrole: (which I have set to administrator)
enrol_manual_showhint: (which I have set to now)
When I log in with a teacher or course creator account I am still able to change the enrollment key...
