Making activities on site page usable by non-registered visitors to the site

The changes that allow all enrollees in courses to be site students is a very helpful development, but I need something even more open than that. I would like to be able to make certain activities, e.g. choices and questionnaires, usable by anyone who happens to pass by my site, regardless of whether they are registered or not. Is this possible, could this ability be added, or could it be hacked?
