My Requirement:
Allow only specific users to have access to specific categories under which courses are maintained.
I looked at google docs if I can set Enrolment key for a category but I suppose such a feature does not seem to exist to my limited knowlege as moodle end user/adminstrator.
Is it possible with 1.8 or 1.9, ability to specify password or enrolment key at category level. How can I manage access control better at Category level and not at course level.
Appreciate any solution to above need

I'm not sure if that's what you're looking for but you can assign roles in a category. Those Locally assigned roles allow the users you specify with the role access you assigned to them (course creator, editing teacher etc.)
You could also create a new role allowing the capabilities you need them to have and assign it to users in the especific category.

I am looking at segmenting the users by category and allow them access to those categories only.
I think your suggestion of creating new roles might be a workable solution. Let me try that out.
