I have a user who's logging back in, but is now getting the error message shown below

Sorry, but your IP number seems to have changed from when you first logged in. This security feature prevents crackers stealing your identity while logged in to this site. Normal users should not be seeing this message - please ask the site administrator for help.

This error comes when $CFG->tracksessionip is turned on in confgi.php, and someone's IP address does change while they are logged in. (See the description about 2/3 of the way down config-dist.php.)

TIm,

Then how does a normal user clear this message and get back to their course if after clearing cache and or browser history  they still receive the same message or is it necessary to have an administrator make a change to "tracksessionip"

The admin needs to change that setting. Having it turned on is clearly inappropriate for your users.
